Cebu to Get New EV Charging and Battery-Swapping Stations Through Top Line, Vietnam Partnership | A major expansion of electric vehicle infrastructure is set to begin in Cebu after Top Line Business Development Corporation partnered with Vietnam-based EV infrastructure firm V-Green to establish charging and battery-swapping stations across strategic locations in the province.
The partnership will cover eight EV charging facilities in Cebu, including six stations to be installed in Light Fuels service stations located in Cebu City, Mandaue City, and Lapu-Lapu City. Additional charging and battery-swapping hubs will also be established at Pier88 smart port and Bay Mall in Liloan.
The facilities are expected to begin operations by the third quarter of 2026 as electric vehicle adoption and demand for EV infrastructure continue to grow in Central Visayas and other parts of the Philippines.
The agreement was formalized through a memorandum of understanding signed by officials of Top Line Business Development Corporation and V-Green Charging Stations Philippines Inc., a subsidiary linked to Vietnamese electric vehicle manufacturer VinFast.
Under the partnership, each participating Light Fuels station will feature one or two EV charging bays equipped with the Combined Charging System Combo 2 (CCS2), the universal charging connector mandated by the Philippine Department of Energy. Each charging bay is expected to accommodate around 18 to 20 vehicles daily.
Industry analysts said the move reflects the Philippines’ accelerating transition toward sustainable transportation and cleaner mobility solutions, supported by increasing investments in EV charging infrastructure and alternative energy systems across Southeast Asia.
“This strategic move aims to make our core fuel business future-ready in the current energy landscape. We are optimistic of our partnership with V-Green aimed at capturing EV customers, addressing service gaps by providing a multi-energy platform supporting both traditional fuels and electric mobility solutions,” said Brigitte Carmel Lim, senior vice president and chief operating officer of Top Line Business Development Corporation.
V-Green representative Nguyen Thi Vu An said the collaboration represents a major milestone in expanding sustainable mobility infrastructure in the Philippines.
“This collaboration is a massive step forward in expanding our network and bringing sustainable energy to more locations,” she said.
The Cebu rollout comes as both public and private sector stakeholders continue investing in EV ecosystems, battery-swapping technology, and renewable energy integration as part of broader sustainability and carbon reduction goals.
Observers also noted that Cebu’s growing urban centers, tourism-driven economy, and inter-island transport activity make it a strategic hub for EV infrastructure development. The integration of charging stations into fuel stations, ports, and commercial centers is also seen as part of the broader modernization of transportation systems in the country.
The Philippine government has been actively encouraging EV adoption through policies promoting clean energy investments, sustainable transportation, and reduced dependence on traditional fossil fuels as demand for electric mobility continues to rise nationwide.
